CAPABILITY VS QUALIFICATION VS FEELING.

Capability is a much more greater virtue than qualification whatever may have been the debate. None of the world’s premier organisations, or institutions such as Apple, Google, Microsoft, Netflix bank on qualification for the people who are required for build institutions and their respectability. Apple was not build by a highly qualified person, nor was Microsoft. The best administrators are connected to the grassroots, understand people, understand concepts and needs. Prime Minister Modi was not taught in Indian Foreign Service Academies to have a highly successful foreign policy capable of balancing the harshest of contradictions as well as harshest of the enemies. Its high time that The Governance and Administrative recruitment centres including the UPSC must start recognising capability as a primary qualification in comparison to “qualification”. Administration is a capability, an attitude, an aptitude, a knack for solutions, and also a working culture of investing ones thinking into serving the people not ruling over them. The selection process pf UPSC is highly flawed which prepares Civil Masters with a colonial mindset of ruling over people rather than serving them.
